Detailed Regulations
Foreign nationals are prohibited from entering Canada. This policy does not apply to lawful permanent residents, persons with special authorization, persons registered under Canada's "Indian Act," or protected persons. Further exemptions exist for foreign nationals who are an immediate or extended family member of a Canadian citizen or permanent resident and who intend to remain in Canada for more than 15 days, persons authorized by the Canadian Public Health Agency to enter Canada for compassionate reasons, and persons who meet specific criteria for exemption from Canadian travel restrictions. All persons traveling by air from abroad (including the United States) must arrive at either Calgary International Airport (YYC), Montreal–Trudeau International Airport (YUL), Toronto Pearson International Airport (YYZ), or Vancouver International Airport (YVR). All passenger flights from India and Pakistan are suspended.

All persons (including Canadian nationals) must present proof of a negative result for COVID-19 issued no more than 72 hours prior to departure using a polymerase chain reaction (PCR) test. Upon arrival, all persons (including those arriving at land border checkpoints) must undergo testing for COVID-19, a 14-day quarantine at a suitable location, and an additional test on day 8 of their quarantine. Additionally, persons arriving by air must carry proof of a valid booking for a 3-night stay in a government-authorized hotel. Prior to departure, travelers must submit their personal information and a quarantine plan online via the "ArriveCAN" website or mobile application. Quarantine plans must include details on how the traveler intends to proceed to their quarantine location, how the traveler will obtain necessary items such as food, and how the traveler will access essential services or medical care if necessary. Border officials will assess this information at the port of entry.

Canada's land border with the United States is closed to all non-essential travel until further notice. Be advised, some province-level authorities in Canada have implemented additional policies and restrictions for persons arriving into their jurisdictions.
